Heat the olive oil in a large skillet over medium heat. Add the onion and garlic and cook until softened, about 3 minutes.
Add the bell pepper, Italian seasoning, red pepper flakes, salt, and black pepper and cook for another 3 minutes.
Add the pasta and vegetable broth and bring to a boil. Reduce heat to medium-low and simmer until the pasta is cooked, about 8 minutes.
Stir in the Parmesan cheese and season to taste with salt and pepper.
Using a large spoon, make four wells in the pasta mixture and crack an egg into each one. Cover the skillet and cook until the eggs are cooked to your liking, about 5 minutes.
Garnish with parsley and serve.
