In a shallow bowl, combine the flour, garlic powder, onion powder, oregano, thyme, salt and pepper.
Dredge the beef tips in the flour mixture, coating all sides.
In a large skillet, heat the olive oil over medium-high heat. Add the beef tips and cook for about 5 minutes, or until browned on all sides.
Reduce the heat to medium-low and add the butter, beef broth, Worcestershire sauce, and heavy cream. Simmer for about 15 minutes, or until the beef tips are cooked through and the sauce has thickened.
