In a medium saucepan, combine ketchup, apple cider vinegar, brown sugar, Worcestershire sauce, garlic powder, onion powder, paprika, chili powder, and black pepper.
Bring to a boil over medium-high heat, stirring occasionally.
Reduce heat to low and simmer for 5 minutes, stirring occasionally.
Remove from heat and let cool slightly.
Taste, and adjust seasonings, if necessary.
Transfer to a jar or container and refrigerate for up to 2 weeks.
