Preheat oven to 375 degrees F (190 degrees C). Grease muffin cups or line with paper liners.
In a large bowl, mix together the flour, sugar, baking soda, baking powder, cinnamon, ginger and nutmeg. In a separate bowl, mix together the pumpkin, oil, eggs and vanilla. Add to the dry ingredients, stirring just until blended. Fold in the chocolate chips.
Fill muffin cups about 2/3 full. Bake for 20 to 25 minutes in the preheated oven, or until a toothpick inserted into the center of a muffin comes out clean.
Allow to cool for a few minutes before removing from the pan.
