Preheat oven to 350 degrees F (175 degrees C). Grease and flour one 9x5 inch loaf pan.
In a large bowl, combine flour, baking soda, baking powder, cinnamon, nutmeg, ground cloves, and salt. In a separate bowl, mix together the melted butter, sugar, pumpkin puree, eggs, and water. Mix until blended.
Add the dry ingredients to the wet ingredients and mix until just blended. Do not over mix.
Pour the batter into the prepared loaf pan. Bake in preheated oven for 60 minutes, or until a toothpick inserted into the center of the loaf comes out clean.
Allow to cool before slicing.
