Add the chili powder, cumin, paprika, oregano, salt, and pepper and cook, stirring, for 1 minute.
Add the potatoes and cook, stirring occasionally, until the potatoes are tender, about 8 minutes.
Make 4 wells in the potato mixture and crack 1 egg into each well. Cover the skillet and cook until the eggs are cooked to your desired doneness, about 5 minutes.
Meanwhile, warm the tortillas in the microwave for 30 seconds.
To assemble the tacos, place a warm tortilla on a plate, top with some of the potato mixture, and top with shredded cheese. Repeat with the remaining tortillas and filling.
