In a large bowl, combine the pork, shrimp, carrots, cucumbers, celery, bell peppers, red onion, bean sprouts, peanuts, cilantro, mint, basil, and scallions. Mix until well combined.
In a separate bowl, combine the vermicelli, fish sauce, oil, sugar, and pepper. Mix until well combined.
Add the vermicelli mixture to the pork and shrimp mixture and mix until well combined.
Lay out a spring roll wrapper and spoon a heaping tablespoon of the mixture onto the wrapper. Roll up the wrapper and seal the edges with a touch of water.
Repeat with the remaining wrappers and filling.
Heat a large skillet with some oil over high heat. Add the spring rolls in batches and cook until golden brown and crispy, about 3 minutes per side.
