Heat the oil in a large saucepan over medium heat. Add the onion and garlic and cook for 5 minutes, stirring occasionally, until the onion is softened.
Add the rice and stir to coat with the oil. Cook for 2 minutes, stirring occasionally.
Add the chicken broth, oregano, thyme, cumin, salt and pepper and bring to a boil. Reduce the heat to low, cover and simmer for 15 minutes.
Stir in the chicken, green pepper, red pepper, peas, tomatoes and cilantro and bring to a boil. Reduce the heat to low, cover and simmer for 15 minutes.
Remove from the heat and let sit, covered, for 5 minutes. Serve hot.
