In a large pot, heat some oil over medium heat. Add the ground beef and cook until it is browned, about 5 minutes.
Add the garlic, onion, carrots, and bell peppers to the pot. Cook until the vegetables are softened, about 5 minutes.
Add the cumin, paprika, salt, and pepper and stir to combine. Add the tomato paste and beef broth and stir to combine. Bring the mixture to a boil, reduce the heat to a simmer, and cook for 15 minutes.
Add the potatoes, cover the pot, and cook for an additional 15 minutes.
Add the frozen peas and cook for an additional 5 minutes.
