Preheat oven to 350°F (175°C). Grease a 9x9 inch (23x23 cm) baking pan.
In a large bowl, cream together the softened butter and brown sugar until light and fluffy. Stir in the flour, rolled oats, baking powder, and salt. Mix well.
Press half of the oat mixture into the prepared baking pan. Spread the apricot jam over the top. Sprinkle the remaining oat mixture over the jam.
Bake in preheated oven for 30 minutes, or until golden brown. Let cool before cutting into bars.
