Heat the olive oil in a large saucepan over medium heat. Add the onion and garlic and cook until softened, about 5 minutes.
Add the oregano, basil, thyme, paprika, pepper, and salt and cook for another minute.
Add the vegetable broth, beans, tomatoes, chilies, and rice. Bring to a boil, then reduce heat to low and simmer for 30 minutes, stirring occasionally.
