In a large saucepan over medium heat, combine vinegar, sugar, salt, mustard seeds, peppercorns, bay leaves and ginger. Cook, stirring until sugar and salt are dissolved.
Add the garlic and onions to the pan and bring to a boil. Reduce heat to low and simmer for 5 minutes.
Remove from heat and let cool. Transfer to a jar and refrigerate for at least 8 hours before serving.
