Preheat oven to 350 degrees F (175 degrees C). Grease a 9x13 inch baking dish.
In a small bowl, combine graham cracker crumbs and melted butter. Press into the prepared baking dish.
In a medium bowl, beat cream cheese, sugar, and vanilla until smooth. Beat in eggs, one at a time, until blended. Stir in both types of chocolate chips and food coloring. Pour over the crust.
Bake in preheated oven for 25 minutes, or until center is almost set. Allow to cool completely before cutting into bars.
In a small saucepan, heat cream until just boiling. Remove from heat and stir in the remaining chocolate chips until melted. Drizzle over the cooled bars.
Garnish with whipped cream, if desired, and serve.
