In a large skillet, cook the ground beef over medium-high heat for about 5 minutes, or until the beef is cooked through.
Add the bell pepper, onion, garlic powder, chili powder, cumin, oregano, and salt and pepper to the skillet. Cook for an additional 5 minutes, or until the vegetables are tender.
Lay out the flour tortillas and divide the beef and vegetable mixture evenly among each one. Sprinkle with cheese.
Fold the tortillas in half and place them in a greased 9x13-inch baking dish. Bake for 20 minutes at 350°F.
Serve with sour cream and salsa, if desired.
