Preheat oven to 350 degrees F (175 degrees C). Grease a 9x13 inch baking dish.
In a large bowl, combine cooked rice, black beans, diced tomatoes with chilies, cheddar cheese, corn, olives, cilantro, jalapeno peppers, red onion, green onions, salsa, chili powder, cumin, garlic powder, salt, and black pepper.
Pour mixture into the prepared baking dish.
Bake in preheated oven for 25 minutes, or until cheese is melted and bubbly.
Serve hot.
