Preheat oven to 350°F. Grease and flour a 9x13-inch baking pan.
In a medium bowl, combine 2 cups flour, baking powder, baking soda, cinnamon, and salt; set aside.
In a large bowl, beat 1 cup butter and granulated sugar with an electric mixer on medium speed until light and fluffy. Add eggs, one at a time, beating well after each addition. Beat in vanilla extract. Add flour mixture alternately with sour cream, beginning and ending with flour mixture. Beat just until blended. Stir in pecans.
Spread batter in prepared pan. In a small bowl, combine 2 tablespoons flour, 2 tablespoons sugar, and 2 tablespoons melted butter. Sprinkle over batter. Bake 40 minutes or until a toothpick inserted in center comes out clean. Cool in pan on a wire rack.
