In a large skillet over medium-high heat, cook the ground beef and onions until the beef is browned and cooked through.
Add the bell pepper and cook for an additional 2 minutes.
Add the ketchup, barbecue sauce, Worcestershire sauce, brown sugar, garlic powder, chili powder, black pepper, and salt. Stir to combine until all of the ingredients are evenly distributed.
Reduce the heat to low and simmer for 10 minutes, stirring occasionally.
Preheat the oven to 350°F.
Spread the tortilla chips on a large baking sheet.
Top with the sloppy joe mixture, cheese, olives, tomatoes, jalapeños, and green onions in that order.
Bake for 15 minutes, or until the cheese is melted and the chips are lightly golden.
Top with sour cream and salsa.
Serve hot.
