Heat the olive oil in a large skillet over medium heat. Add the onion, bell pepper, jalapeno, and garlic. Cook, stirring occasionally, until the vegetables are softened, about 5 minutes.
Add the chili powder and rice and cook, stirring, for 1 minute.
Add the chicken broth, tomato sauce, and salt and pepper to taste. Bring to a boil, reduce heat to low, cover and simmer for 15 minutes.
Remove the skillet from the heat and let stand, covered, for 10 minutes.
Fluff the rice with a fork and garnish with cilantro before serving.
