In a large pot over medium-high heat, heat the olive oil. Add the onion and cook until softened, about 5 minutes.
Add the garlic and cook for 1 minute. Add the chicken stock, cream, thyme, oregano, red pepper flakes, salt, and pepper. Bring to a boil.
In a small bowl, whisk together the flour and 1/2 cup of the hot liquid from the pot. Pour into the pot and whisk until combined. Reduce the heat to medium and simmer for 5 minutes.
Add the corn and shrimp to the pot and simmer for 5 minutes, or until the shrimp are cooked through.
Serve the chowder hot.
