Preheat oven to 350 degrees F (175 degrees C). Grease a baking sheet.
Heat the oil in a large skillet over medium heat. Add the onion and garlic and cook, stirring occasionally, until softened, about 5 minutes.
Add the ground beef and cook, stirring and breaking up the meat, until no longer pink, about 5 minutes. Add the pepper, thyme, nutmeg, Worcestershire sauce, and salt, and stir to combine.
Add the cabbage and cook, stirring occasionally, until wilted, about 5 minutes. Remove from heat and let cool.
Roll out the bread dough on a lightly floured surface to a thin rectangle. Cut out 12 circles, using a biscuit cutter. Place about 1 heaping tablespoon of the beef mixture in the center of each circle. Gather the edges of the dough and pinch together at the top to seal. Place the bierocks on the prepared baking sheet.
Bake in the preheated oven until golden brown, about 25 minutes.
