Preheat oven to 350 degrees F (175 degrees C). Grease an 8-inch square baking dish.
In a medium bowl, mix rhubarb, white sugar and 1/4 cup flour. Spread mixture in the prepared baking dish.
In a medium bowl, combine melted butter, oats, almonds, 1/2 cup flour, brown sugar, baking powder and salt. Mix until crumbly. Sprinkle over rhubarb mixture.
Bake in preheated oven for 30 minutes. Allow to cool before cutting into bars.
