Preheat oven to 375°F. Grease a 9x13-inch baking dish.
In a large skillet, cook ground beef, onion, bell pepper and garlic over medium-high heat until beef is browned, about 5 minutes. Drain off fat.
Stir in cream of mushroom soup, cream of chicken soup, Ro-Tel tomatoes, 1/2 cup cheese and salt and pepper. Cook until heated through.
Pour mixture into prepared baking dish. Top with remaining cheese.
Bake for 25 minutes.
Remove from oven and arrange biscuits on top in a single layer. Return to oven and bake for an additional 15 minutes, or until biscuits are golden brown and cooked through.
Let cool for 10 minutes before serving.
