Preheat oven to 375 degrees F. Line a baking sheet with parchment paper.
On a lightly floured work surface, roll out the puff pastry into a 12-inch circle. Place the puff pastry on the prepared baking sheet.
In a large skillet, heat the olive oil over medium-high heat. Add the red onion and cook, stirring occasionally, until the onion is softened and lightly browned, about 5 minutes. Add the sugar, garlic, thyme, balsamic vinegar, salt and pepper. Cook, stirring occasionally, for an additional 5 minutes.
Spread the onion mixture evenly over the puff pastry, leaving a 1-inch border. Sprinkle with the goat cheese and parsley. Bake until the pastry is golden brown, about 20 minutes.
Remove from oven and let cool for 10 minutes before slicing and serving.
