Preheat oven to 375 degrees F (190 degrees C). Lightly grease 12 muffin cups, or line with paper baking cups.
In a large bowl, combine the flour, sugar, baking powder, baking soda, cinnamon, nutmeg, and salt. In a separate bowl, whisk together the egg, oil, vanilla, and pumpkin.
Make a well in the dry ingredients, and pour in the wet ingredients. Stir just until combined. Fold in the chocolate chips.
Fill the prepared muffin cups about two-thirds full. Bake at 375 degrees F (190 degrees C) for 20 minutes, or until a toothpick inserted into the center of a muffin comes out clean.
Cool in pans for 10 minutes before removing to wire racks to cool completely.
