Preheat oven to 350 degrees F (175 degrees C). Grease and flour a 9-inch round cake pan.
In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the egg whites and vanilla.
In a separate bowl, combine the flour, baking powder, baking soda and salt. Add the flour mixture to the creamed mixture alternately with the buttermilk, beating well after each addition. Stir in the white chocolate chips, shredded coconut and pecans.
Pour batter into prepared pan. Bake for 30 to 35 minutes, or until a toothpick inserted into the center of the cake comes out clean. Cool in pan for 10 minutes, then turn out onto a wire rack to cool completely.
In a medium bowl, mix together the sweetened condensed milk, flaked coconut and 1/4 cup of the chopped pecans. Spread the frosting over the cooled cake.
Sprinkle with remaining 1/4 cup of pecans. Refrigerate for 1 hour before serving.
