Preheat oven to 350 degrees F (175 degrees C). Grease 12 cupcake molds with butter.
In a medium bowl, whisk together the flour, baking powder, baking soda, and salt. Set aside.
In a large bowl, cream together the melted butter and light brown sugar until smooth. Beat in the eggs, one at a time, until light and fluffy. Add the peanut butter and vanilla extract and mix until well combined.
Add the dry ingredients to the wet ingredients in two batches, stirring until just combined. Fold in the chocolate chips.
Using a large spoon or ice cream scoop, fill the cupcake molds about 3/4 full. Bake in preheated oven for 18-20 minutes, or until a toothpick inserted in the center comes out clean.
