In a large bowl, combine flour, cheddar cheese, Parmesan cheese, butter, garlic powder, onion powder, smoked paprika, salt and pepper. Use a pastry cutter or your fingertips to mix the butter into the flour mixture until it resembles coarse crumbs.
Add cold water and mix until the dough comes together. Form into a ball, then turn onto a lightly floured surface.
Roll the dough out into a 1/8-inch-thick rectangle. Use a pizza cutter or knife to cut the dough into 1-inch squares. Place the squares onto the prepared baking sheet.
Bake for 15-20 minutes, or until golden brown and crispy. Let cool before serving.
