Preheat oven to 350 degrees F. Grease and flour a 9-inch round cake pan.
In a medium bowl, whisk together the flour, baking powder, baking soda, and salt. Set aside.
In a large bowl, cream together the butter and sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Add the vanilla, orange zest, and orange juice and beat until combined.
Add the flour mixture in three additions, alternating with the yogurt, beginning and ending with the flour mixture. Beat just until combined.
Spread the batter into the prepared pan and top with the pecans. Sprinkle with the brown sugar.
Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean. Cool in the pan for 10 minutes before transferring to a wire rack to cool completely.
