Preheat oven to 350 degrees F (175 degrees C). Grease an 8x8 inch baking pan.
In a medium bowl, stir together the flour, baking powder and salt. In a large bowl, mix together the oats, brown sugar and butter. Spread half of the mixture into the prepared pan.
In a small bowl, mix together the walnuts, chocolate chips and sweetened condensed milk. Spread this mixture over the oats mixture in the pan.
Sprinkle the remaining oats mixture over the top. Bake for 30 minutes, or until lightly browned.
Cool before cutting into bars.
