Preheat oven to 375 degrees F (190 degrees C). Grease a 9x5 inch loaf pan.
In a large bowl, mix together the ground beef, bread crumbs, Parmesan cheese, onion, garlic, eggs, Italian seasoning, salt and pepper. Transfer to the prepared loaf pan, pressing into the pan and forming a loaf shape.
In a small bowl, mix together the ketchup and water. Spread the mixture over the top of the meatloaf.
Bake for 1 hour and 30 minutes in the preheated oven, or until the meatloaf is cooked through and no longer pink in the center.
