Preheat oven to 350 degrees F (175 degrees C). Grease a 9x13 inch baking pan.
In a medium bowl, cream together the butter and brown sugar until smooth. Stir in the cinnamon, nutmeg, flour, baking soda and salt. Mix in the walnuts, raisins and white sugar.
Press the dough into the prepared baking pan.
Bake for 25 to 30 minutes in the preheated oven, until golden brown. Let cool before cutting into bars.
