Directions

- In a large ovenproof skillet or casserole dish, spread a thin layer of tomato sauce on the bottom. Arrange the cabbage rolls side by side, seam side down, in the skillet or dish.
- In a small saucepan, melt the butter over medium heat. Stir in the flour to make a roux. Cook for 1-2 minutes until the mixture is golden brown. Slowly whisk in the remaining tomato sauce and broth until smooth. Bring the sauce to a simmer, stirring constantly, until it thickens slightly.
- Pour the tomato sauce mixture over the cabbage rolls, covering them completely. Cover the skillet or dish with foil and bake in the preheated oven for 45 minutes.
- Once done, remove the foil and bake for an additional 10-15 minutes until the cabbage rolls are cooked through and the sauce is bubbling.
