In a large bowl, mix together the flour, baking powder, salt, and 1/2 cup of the sugar.
Add the butter, eggs, milk, and nutmeg and mix until everything is combined. The dough will be thick and sticky.
On a floured surface, roll out the dough to 1/2-inch thickness. Cut the dough into 3-inch circles using a biscuit cutter.
In a large skillet, heat the oil to 375°F. Fry the doughnuts in batches until golden brown, about 2 minutes per side. Remove from the oil and allow to cool slightly.
In a shallow bowl, combine the remaining 1/4 cup of sugar and nutmeg. Roll the warm doughnuts in the sugar mixture to coat.
