In a medium bowl, mix together the flour, 2 tablespoons sugar, baking powder and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in the cold water until the dough comes together.
Roll out the dough on a lightly floured surface to a 12 inch circle. Place in a 9 inch deep-dish pie plate. Trim the edges, and flute.
In a large bowl, mix together the apples, 1/2 cup sugar, cinnamon and nutmeg. Spoon the mixture into the pastry-lined pie plate. Dot with the remaining butter.
Bake in preheated oven for 40 to 45 minutes, or until the crust is golden brown and the filling is bubbly.
