Add the carrots, potatoes, bell peppers, tomato paste, cumin, paprika, black pepper, garlic powder, oregano, bay leaf, beef stock, and water. Stir to combine.
Bring to a boil, reduce heat to low, and simmer for 15 minutes.
Add the cubed beef and simmer for an additional 10 minutes, or until the beef is cooked through and the vegetables are tender.
Season with salt and pepper to taste.
Serve hot, garnished with fresh parsley or cilantro.
