Add the olive oil to the Instant Pot and select the sauté setting. When the oil is hot, add the onion and garlic and cook, stirring occasionally, until the onion is softened, about 3 minutes.
Add the vodka and cook until it has reduced by half, about 1 minute.
Add the crushed tomatoes, red pepper flakes, sugar, salt, and pepper and stir to combine. Bring the mixture to a boil, then stir in the penne.
Secure the lid on the Instant Pot and select the “Manual” setting. Adjust the time to 4 minutes. When the timer beeps, carefully release the pressure according to the manufacturer’s instructions.
Stir in the heavy cream and Parmesan cheese and cook until the sauce is thick and creamy, about 2 minutes.
Stir in the fresh parsley and serve.
