- 1 1/2 cups all-purpose flour
- 1 cup white sugar
- 1/4 cup unsweetened cocoa powder

- 1 cup water
- 8 oz cream cheese, softened
- 1/3 cup white sugar
- 1 egg
- 1/8 teaspoon salt
- 1 cup semisweet chocolate chips
Directions
- Preheat oven to 350 degrees F (175 degrees C). Line muffin tin with cupcake liners.
- In a large bowl, mix together flour, 1 cup sugar, cocoa, baking soda, and 1/2 teaspoon salt. Stir in oil, vinegar, and vanilla. Add water and mix until smooth.
- In a separate bowl, beat cream cheese with 1/3 cup sugar, egg, and 1/8 teaspoon salt until smooth. Stir in chocolate chips.
- Fill each muffin cup halfway with chocolate batter. Top with a spoonful of cream cheese mixture.
- Bake in preheated oven for 25-30 minutes, or until a toothpick inserted into the center comes out clean.
- Cool in pan for 10 minutes, then transfer cupcakes to a wire rack to cool completely.
