In a large pot over medium heat, heat olive oil. Add onion and garlic and cook until softened, about 5 minutes.
Add ground beef and cook until browned, about 10 minutes. Drain off any excess fat.
Add Italian seasoning, Worcestershire sauce, salt, and pepper and stir to combine.
Add beef broth, carrots, celery, potatoes, and tomatoes. Bring to a boil and reduce heat to a simmer. Simmer for 15 minutes or until vegetables are tender.
Stir in parsley and serve.
