In a large skillet over medium-high heat, cook beef, onion and bell pepper until meat is browned. Drain off any excess fat.
Stir in tomato sauce, brown sugar, Worcestershire sauce, mustard, salt and pepper. Reduce heat to low and simmer for 15-20 minutes, stirring occasionally.
Serve on hamburger buns.
