In a medium bowl, sift together the flour, baking powder, and salt. In a large bowl, combine the sugar, eggs, milk, vanilla extract, butter, and lemon zest. Beat until smooth.
Slowly add the dry ingredients to the wet ingredients, stirring constantly. Pour the batter into the prepared cake pan.
Bake for 20-25 minutes, or until a toothpick inserted into the center of the cake comes out clean.
Allow the cake to cool in the pan for 10 minutes before turning out onto a wire rack to cool completely.
