Preheat the oven to 350 degrees F (175 degrees C). Grease and flour a 9x13 inch baking pan.
In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla. Combine the flour, baking powder and salt; stir into the creamed mixture alternately with the milk.
Spread the batter evenly into the prepared pan. Bake for 25 to 30 minutes in the preheated oven, or until a toothpick inserted into the center of the cake comes out clean.
In a small bowl, mix together the gold and silver luster dust and warm water until smooth. Spoon the mixture over the top of the cooled cake. In a medium bowl, mix together the 1/4 cup sugar, 1/4 cup water, 1/4 teaspoon gold luster dust, and 1/4 teaspoon silver luster dust. Drizzle the mixture over the top of the cake.
