In a large bowl, combine grated carrots, zucchini, gluten-free flour, cornstarch, baking powder, salt, garlic powder, cumin, pepper and water. Stir until all the ingredients are well-combined.
Heat a large skillet over medium-high heat. Add 2 tablespoons of olive oil and swirl to coat the bottom of the skillet.
Using a spoon, scoop the mixture into the skillet and flatten them into fritters. Cook for 3-4 minutes on each side, or until golden brown and crispy. You may need to adjust the heat to medium-low if the fritters are cooking too quickly.
Transfer the cooked fritters to a plate lined with paper towels. Serve warm or at room temperature.
