Add the dried beef quanta firfir to a bowl and cover with water. Let soak for at least 30 minutes.
Heat the olive oil in a large saucepan over medium heat. Add in the chopped onion and garlic and cook until soft and lightly browned, about 3-5 minutes.
Add in the berbere, ginger, turmeric, cumin, cardamom, paprika, cloves, nutmeg, and cinnamon. Stir until combined and cook for an additional 2-3 minutes.
Drain the soaked beef and add to the saucepan. Pour in the 3 cups of water and bring to a boil. Reduce heat to low and simmer for 15-20 minutes, stirring occasionally.
Add in the chopped hot peppers and season with salt and pepper to taste. Simmer for an additional 10 minutes.
Serve hot with a side of cooked vegetables or a salad.
