In a large bowl, combine the flour, almond meal, sugar, baking powder, baking soda, and salt. Stir in the raisins.
In a separate bowl, whisk together the oil, almond milk, and vanilla extract. Pour the wet ingredients into the dry ingredients and mix until just combined.
Divide the batter evenly among the prepared muffin cups. Bake in the preheated oven for 18-20 minutes, or until a toothpick inserted into the center of a muffin comes out clean.
Allow the muffins to cool for 5 minutes before removing from the pan.
