Ingredients
- 1 1/2 cups all-purpose flour

- 3/4 cup sugar

Directions
- Preheat oven to 350 degrees F (175 degrees C). Grease and flour a 9 inch round pan.
- In a large bowl, mix together the flour, baking soda, baking powder, sugar, cocoa powder, and salt. Stir in the oil, vanilla, and warm water until well blended.
- Pour batter into prepared pan. Bake for 30 to 35 minutes, or until a toothpick inserted into the center of the cake comes out clean.
