Preheat oven to 350 degrees F (175 degrees C). Grease and flour a 9 inch round cake pan.
In a medium bowl, sift together flour, baking powder and salt. Set aside.
In a large bowl, cream together butter and sugar until light and fluffy. Add eggs one at a time, beating well with each addition. Beat in vanilla. Gradually mix in dry ingredients alternately with milk. Pour batter into prepared pan.
Bake in preheated oven for 25 to 30 minutes, or until a toothpick inserted into the center of the cake comes out clean. Cool cake in pan for 10 minutes, then turn out onto a wire rack and cool completely.
To make the filling, in a medium bowl, beat together cream, confectioners' sugar, and pecans until light and fluffy. Spread over top of cooled cake.
