Preheat the oven to 350°F (175°C). Grease and flour a 9×13 inch baking pan.
In a large bowl, combine the cake mix, eggs, oil, water, cinnamon, and nutmeg. Beat on low speed for 1 minute, and then on high speed for 2 minutes.
Pour the batter into the prepared baking pan and bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean.
In a small saucepan, melt the butter over medium heat. Stir in the brown sugar and flour. Cook until the mixture is bubbly. Remove from the heat and stir in the heavy cream. Pour the mixture over the baked cake.
Spread the apple pie filling over the caramel layer. Drizzle with caramel sauce and sprinkle with chopped nuts, if desired.
Let cool before serving.
