- 2/3 cup unsweetened cocoa powder
- 3 cups powdered sugar
- 1/3 cup milk
- 1 teaspoon vanilla extract

Directions
- Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
- In a large mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt.
- Add milk, vegetable oil, eggs, and vanilla extract to the dry ingredients. Beat on medium speed for 2 minutes.
- Stir in the boiling water. The batter will be thin, but that's okay.
- Pour the batter evenly into the prepared cake pans.
- Bake for 30 to 35 minutes, or until a toothpick inserted into the center of the cakes comes out clean.
- Remove the cakes from the oven and allow them to cool in the pans for 10 minutes. Then, transfer them to a wire rack to cool completely.
- To make the marshmallow filling, combine mini marshmallows, milk, butter, powdered sugar, and vanilla extract in a saucepan over medium heat. Stir continuously until smooth and well-combined.
- Remove the marshmallow filling from the heat and let it cool for a few minutes.
- Once the cakes have cooled, spread the marshmallow filling evenly on top of one cake layer. Place the other layer on top.
- To make the chocolate frosting, melt butter in a saucepan over medium heat. Stir in cocoa powder.
- Remove the saucepan from the heat and add powdered sugar, milk, and vanilla extract. Stir until smooth and well-combined.
