In a large skillet, cook the ground beef over medium heat until no pink remains. Add the onions, carrots, potatoes, cumin, coriander, garlic powder, oregano, paprika, cayenne, and salt. Cook, stirring occasionally, for 8-10 minutes or until the vegetables are tender.
Remove the mixture from the heat and set aside to cool.
In a large bowl, combine the flour and butter. Using a pastry cutter or your fingertips, mix the butter into the flour until it resembles coarse crumbs.
Slowly add the cold water to the mixture, stirring until the dough comes together.
Divide the dough into 4 equal portions. On a lightly floured surface, roll each portion into a 9-inch round.
Place 1/4 of the beef and vegetable mixture in the center of each round. Fold the dough in half over the filling and pinch the edges to seal.
Place the pasties on a greased baking sheet. Brush the tops with the olive oil.
Bake in a preheated 350 degree F oven for 25-30 minutes, or until golden brown.
Serve warm.
