In a large bowl, mix together the ground beef, onion, garlic, bell pepper, bread crumbs, eggs, salt, pepper, Worcestershire sauce, tomato paste, parsley, and oregano.
Form into a loaf shape, and place in a lightly greased 9x13 inch baking dish.
Bake at 350 degrees F (175 degrees C) for 1 hour.
Let stand 10 minutes before serving.
